Former Public Service Cabinet Secretary Justin Muturi has lamented over being leaped out of office after he received a handing over letter on Friday evening.

The letter directed him to hand over to Prime CS Musalia Mudavadi by Friday last week.

Speaking on Tuesday during the handing over ceremony at the Ministry offices at Railways, Nairobi, Muturi, said 'the earliest we could do that was today Tuesday as his office had to prepare handover notes.

"Unfortunately as would be expected nobody had prepared any handover notes. It was fair that we prepare something at least prepare what it is that has been done, not just during my short tenure of seven months and 15 days, but also since the Kenya Kwanza administration took office," he said.  

He added: "Therefore in fairness, we had to get something that should need arise in the intervening period or should there be any query he has stuff from which he can respond to any issue relating to the ministry."

Muturi handed over barely a week after he was shown the door by President Ruto in the latest Cabinet shake-up that saw Mbeere North MP Geoffrey Kiringa Ruku appointed to replace him.

The sacking of Muturi came after a protracted spat pitting the Head of State and Muturi, a tiff which saw the former Attorney General come out gun-blazing accusing his boss of sanctioning abductions in the country. 

To beat the challenges of transition, Mudavadi said that Kenya needs a good transition process to ensure that there is a seamless transfer of all the government projects and programmes in attempt to justify why government was pushing for the legislation of the Assumption of Office of President, and Transition of the Executive Authority Bill. 

"We need to keep a good spirit of handing over power in a structured way including giving progress of the government programmes. We already have a bill in parliament that seeks to bring order in the transfer of power,” said Mudavadi.

Mudavadi further said that Muturi had formally handed over to his office as the Prime Cabinet Secretary, in interim, to allow the process of verification and approval of the newly appointed.

“We extend our sincere gratitude to Hon.Justin Muturi for his dedicated leadership and contributions to advancing public service initiatives during his tenure,” he stated. 

He noted that the transition ensured the seamless continuation of government operations, and our commitment to efficient governance and accountability.

Muturi said that under his seven months’ tenure, he had worked with the team at the public Service ministry to continue to adopt the BETA agenda of building an agile and fit for purpose public service including the push to cut down on the wage bill to 35 percent of the GDP.

“I am full of praise for the team at the ministry of public Service for the seven months that I was there, we build on the BETA agenda of streamlining a productive workforce for the government, and whoever takes over will find work in progress,” said Muturi.
